Missouri City will hold a town hall Oct. 27 on its proposed annexation of Sienna Municipal Utility District No. 3. The move would add city property taxes and police patrols to the neighborhood.

The meeting is set for 7 p.m. Tuesday, Oct. 27, at Divine Savior Academy Sienna, 770 Waters Lake Blvd., according to the city's annexation webpage. The city encouraged MUD No. 3 residents to attend in a post on X.

Interim City Manager Allen Bogard recommended proceeding with the annexation at the Oct. 5 City Council meeting, according to a city press release. Council consideration and a proposed effective date are tentatively scheduled for Dec. 7. The annexation remains subject to council approval.

The proposal applies only to MUD No. 3, not the entire Sienna community. It follows a framework established in a 2001 Strategic Partnership Agreement between the city and the district.

"Our focus is on providing dependable City services and helping residents understand what would stay the same, what would change and when," Bogard said in the press release.

What would change

City property taxes would first apply in fall 2027. The current fire-service fee would be eliminated, and the city would introduce garbage collection charges and city utility rates, according to the press release. The 2026 property tax bills would not be affected.

Missouri City Police would take over local law enforcement on the effective date, with officers based at Fire Station No. 5. Services would include patrol, criminal investigations and response to complaints.

Best Trash would continue collecting garbage until January 2029, with billing through Si Environmental upon annexation. After that, the city's contracted provider would take over.

What would stay the same

Missouri City Fire & Rescue already serves the area and would continue. Fort Bend County EMS would keep providing ambulance transport. Existing water and wastewater service arrangements would also continue, with the city retaining the current utility operator for at least one year.

Representation and next steps

Annexed residents would gain representation on City Council ahead of the 2027 district elections. Current planning places residents east of Sienna Parkway in District D and those west of Sienna Parkway in District C, subject to final boundary confirmation.

Under the current proposal, MUD No. 3 would continue for 120 days after annexation, after which the city intends to dissolve the district.

Two public hearings are planned for November, giving residents a chance to address City Council before the Dec. 7 vote. Dates and locations have not been announced. A dedicated annexation phone line and email address will launch at the Oct. 27 town hall, and updates will be posted on the city's annexation webpage.
