Missouri City residents will get their first detailed look at the city's Fiscal Year 2027 spending plan after Assistant City Manager Bertha Alexander presented the proposed budget to the full City Council at a special meeting Tuesday, Aug. 11.

The presentation, the sole item on the agenda, marks the formal start of the budget adoption process ahead of the Oct. 1 fiscal year start. No vote was taken. The full budget document with line-item details is scheduled to be filed with the City Secretary and posted to the city's website on Aug. 31, according to the agenda memo.

All seven council members were listed on the agenda, including Mayor Robin J. Elackatt and Mayor Pro Tem Lynn Clouser.

The Aug. 11 workshop builds on a preliminary budget session held Monday, June 29, where Alexander first outlined the financial pressures shaping the spending plan. She told the council at that session about "the anticipated impact of declining property values on property tax revenue, the remaining voter-approved bond authorization, and the City's continued use of one-time fund balance for capital investments."

The city has $30 million in authorized but unissued 2021 voter-approved bond funds still on the books. At the June 29 session, Director of Public Works Mustafa Albassam presented a five-year Capital Improvement Program covering drainage, transportation, parks, facilities, utility and METRO-funded projects. Council members discussed employee compensation, public safety funding, animal shelter improvements, Sta-Mo Park upgrades and economic development initiatives.

Specific dollar figures from the Aug. 11 presentation have not been released. The meeting minutes have not yet been posted.

Under Texas law, the city must adopt a budget before the fiscal year begins Oct. 1. A public hearing and final adoption vote are expected in September, though the city has not posted specific dates. Residents can call 281-403-8500 for meeting information and public hearing dates.
