Stafford's City Council and the Stafford Economic Development Corporation will meet jointly Wednesday, Aug. 12, to hear updated plans for The Grid and weigh possible action on the 192-acre development's Chapter 380 incentive agreements.
Developer Brian Murphy, managing principal of Street Level Investments, is scheduled to present on plan fulfillment and updated development plans at the 6:30 p.m. special session in Council Chambers at City Hall, 2610 South Main St., according to the meeting agenda posted Aug. 5.
The agenda lists "possible consideration of appropriate action" on the agreements, standard open-meetings language that leaves the door open for the boards to modify, extend or reaffirm the deals. The specific terms of the existing Chapter 380 agreements have not been made public.
What's at stake
Chapter 380 agreements, authorized under Texas Local Government Code, allow cities to offer incentives such as sales tax rebates to spur commercial development. For Stafford, which levies no residential property tax, sales tax revenue from projects like The Grid is the primary funding source for city services and SEDC economic development.
The stakes are real. SEDC financial records from February 2026 show $212,613.96 in accounts payable under a line item labeled "380 Slstx Rebate Pble-Grid," confirming an active sales tax rebate arrangement with the developer. The corporation's sales tax revenue through February totaled $3,094,048 for fiscal year 2025-26, up 4.67% from the same period the prior year.
SEDC President Randy Krahn and the full board will participate alongside council members at the joint session.
The Grid so far
The Grid occupies the former Texas Instruments campus along the US-90A corridor. The site was rezoned to mixed-use in 2012, and the original development vision called for 350,000 square feet of retail, 2,400 residential units, 500,000 square feet of office space, hotels, a cinema and trail networks. Murphy's Wednesday presentation is expected to update those figures.
Retailers already open at The Grid include a 125,000-square-foot Target at 12565 Arc Lane, Costco Business Center, In-N-Out Burger, Lazy Dog Restaurant and Bar, Pluckers, Torchy's Tacos, Whiskey Cake, Hopdoddy Burger Bar, Raising Cane's, Chipotle and CAVA. Black Rock Coffee Bar and Portillo's have been reported as upcoming tenants.
Murphy last presented to the council on May 7, 2025, when he gave a PowerPoint on the project's history and progress. No action was taken at that meeting. The Grid also appeared on the March 18, 2026 council agenda for an update requested by council member Tim Wood.

The next regular City Council meeting is scheduled for Wednesday, Aug. 19, at 6:30 p.m.
