A convenience store with fuel sales could come to the southwest corner of Mula and Stafford Roads if the Stafford Planning and Zoning Commission recommends approval at its Tuesday, Aug. 11 meeting.
The commission will hold a public hearing on the application, which would amend the city's Comprehensive Zoning Ordinance to grant a Specific Use Permit for the site, according to the meeting agenda posted Aug. 4 by City Planner Silvia Bolivar.
The hearing starts at 6:30 p.m. at Stafford City Hall, 2610 South Main St.
Previous denial on same road
The Mula Road corridor has drawn repeated zoning interest. On Nov. 19, 2025, the Stafford City Council voted 7-0 to deny a fueling station and convenience store SUP at 9727 Mula Lane, a nearby address on the same road. City staff had recommended approval, but the P&Z Commission did not. Council Member Wood's motion at that meeting stated the project was "not keeping up with goals, objectives, and policies of the comprehensive plan."
Resident Amanda Bedrossian of Missouri City Estates spoke against the 2025 proposal, citing traffic and drainage concerns on Mula Road.
Whether the Aug. 11 application involves the same developer is unclear. The agenda does not name the applicant or describe the project's size, number of fuel dispensers or site design.
The city's comprehensive plan dates to December 2015. Mayor Pro Tem William K. Bostic Jr. requested in November 2025 that staff begin an RFP process for an updated plan, and the city issued a separate RFP in 2026 for a full zoning ordinance rewrite.
What the commission decides next
Under Stafford's zoning code, convenience stores with fuel sales are not permitted by right. They require case-by-case SUP review. The city has granted such permits before, including ordinances in 2014 and 2015 for stores with eight and 10 fuel dispensers.
The P&Z Commission's recommendation is advisory. Final approval would require a vote by the Stafford City Council at a subsequent meeting.
Chairman Mathew Vairamon leads the seven-member commission, which also includes Vice Chairman Clint Mendonca, Secretary Greg Holsapple and Commissioners Aldrin George, Kenneth Grant, Sadie Williams and Irene Lozano, based on the most recent roster from January 2026.
