Missouri City homeowners could pay about $45 more a year in property taxes under a proposed rate increase. The City Council will discuss the rate at a budget workshop Tuesday, Sept. 15, at 6:30 p.m.
The session is one of several workshops leading to a final vote on the fiscal year 2026-27 budget and tax rate. Council is scheduled to adopt both before the new fiscal year begins in October. The meeting agenda is publicly posted, and the workshop will be streamed live online.
Council approved a maximum tax rate of $0.578363 per $100 of assessed value at an Aug. 17 meeting, Community Impact reported. That ceiling represents a 1.32% increase over the $0.570825 rate Missouri City has held for the past three years. The final rate could be lower.
The proposed rate sits above the city's no-new-revenue rate of $0.559173. That rate would generate the same property tax revenue as the prior year. It falls below the voter-approval rate of $0.619391, meaning it does not trigger a mandatory election.
Chief Financial Officer Rhonda Smith said at a late August budget presentation, as Community Impact reported, that if the rate is adopted, a homeowner with an average taxable value of $334,958 would see an increase of "$45 … $3.75 per month."
The budget process started at a June 29 special meeting where City Manager Angel Jones presented a preliminary financial overview. Jones noted anticipated impacts from declining property values on tax revenue, according to meeting minutes. Director of Public Works Mustafa Albassam outlined a five-year capital improvement plan at that session and noted $30 million in authorized but unissued 2021 bond funds.
Among the budget items under consideration is $900,000 proposed by Interim City Manager Allen Bogard at an Aug. 10 meeting to evaluate animal shelter operations. An assessment found deterioration at the current Animal Services Building. A new shelter is included in the city's five-year capital improvement plan as a potential future bond election item.
