Missouri City's 77459 ZIP code ranks among the Houston area's highest for homeowners policies dropped over wind, hail and hurricane risk. The finding comes from new state data analyzed by KHOU 11 Investigates, published Monday, Sept. 14.
The data is new. It stems from House Bill 2067, a Texas law that took effect Jan. 1, 2026. The law requires insurers to explain in writing why they cancel, decline or refuse to renew a policy. Insurers must also report those reasons by ZIP code to the Texas Department of Insurance (TDI), which publishes the information online.
In April 2026, insurers across the Greater Houston area sent notices affecting 81,370 policies. Of those, 6,658 cited "exposure to loss from wind/hail/hurricane" as a reason. ZIP code 77459 in Missouri City, 77433 in Cypress and 77494 in Katy had the highest numbers in that category, KHOU reported.
The exact count for 77459 has not been published separately.
Wind and hail risk was the fifth most common reason for losing coverage regionwide. Failure to pay premiums topped the list at 28,515 notices. A single notice can list more than one reason, so the category totals should not be added together.
Maddie Sloan of Texas Appleseed, a nonpartisan nonprofit that supported HB 2067, told KHOU the high rate of policies lost for nonpayment signals broader financial strain. "I think that's a real distress signal from Texas families," Sloan said. "People's budgets are already stressed, and people are hitting a breaking point."
A TDI spokesperson said the reporting requirement gives homeowners information they can use to address problems. A homeowner dropped for unrepaired damage, for example, could make fixes to improve insurability. Homeowners who do not receive a written explanation can file a complaint with TDI at 800-252-3439.
Homeowners who cannot find standard coverage have two options under Texas law, according to TDI's consumer guide. The Texas FAIR Plan Association sells basic home insurance to homeowners turned down by at least two licensed carriers. Surplus lines companies also write policies in hard-to-insure areas. Both options cost more than standard coverage. The FAIR Plan can be reached at 800-979-6440.
TDI plans to launch a public dashboard for the cancellation data by the end of September. Quarterly auto insurance data under the same law is expected in October.
